Delhi Chief Minister Arvind Kejriwal said while announcing the details of the odd-even car plan that the scheme in the national capital region will not be extended beyond 15 January 2016, and all VIPs excluding him are exempted from the scheme.
The Chief Minister said, "Most countries have such plans when the pollution levels go alarmingly high. We will do an assessment at the end of 15 days. If the people accept this plan and execute it on large scale, we will think about having a permanent measure."
"Metro will run at peak frequency. More buses and autos will be introduced. Mobile applications for car-pooling and auto-call have been announced," Kejriwal said.

The plan is scheduled to unveil on 1 January 2016 and run till 15 January 2016.
Exceptions to the plan are VIPs, except Delhi CM, essential services vehicles like fire brigade or police, hybrid cars, CNG and only-women cars.
A fine of Rs 2000 will be imposed for those violating the rules during the 15 day period.
The odd-even scheme is applicable from 8am to 8pm on weekdays.
The plan is not applicable on Sundays.
The public transport system would be streamlined in lines with the plan. More 6,000 would be arranged by the government for passengers.
It is expected that the odd-even vehicle plan would stop around 10 lakh private cars getting on the road, which drastically reduce traffic flow. And eventually, reduce the high-level of pollution at significant levels in the city.
Ambitious odd-even formula of the AAP government is expected to reduce at least half of the 19 lakh private four-wheelers registered in Delhi.
