History is to be created shortly, as Andhra Pradesh and Telangana are all set to finish to process of distribution of the government staff within 18 months. Earlier, state like Uttar Pradesh-Uttarakhand, Bihar-Jharkhand and Madhya Pradesh-Chhattisgarh took nearly a decade to finish such a process.

The two Telugu speaking states are in the edge to complete the process by the end of December 2015. The states have already completed the tentative staff allotment in 66 departments out of a total of 96. And are set finalize another 11 departments in a week’s time.

AP state reorganization department, secretary, Premchandra Reddy told TOI that, "We have completed distribution of staff in 66 departments and another 11 will be finalized in a week. The department of personnel and training has issued orders for final allotment in 17 departments. We are expecting DoPT to finalize remaining 49 departments by this month-end."

As thousands of employees were recruited under open category in police and health departments have, both the governments are now forced to offer options to each employee.

The process of distribution is taking time as thousands were recruited under open category including 20,000 staff in AP Special Police (APSP) as well as 5,000 staff special protection force (SPF), in two states. Nearly 9,000 staff was recruited under open category in the health department on merit basis.

Premchandra Reddy said, "Other than the two departments, there are about 17,000 employees and all of them were tentatively allotted to two states. While AP got 7,896 employees, Telangana got 8,906 and there are 278 non-local staff in two states."

Interestingly, 574 AP employees were allotted to Telangana and AP got 1,279 Telangana native employees as a part of the tentative allocation. Thus, the governments are striving to take back their employees by creating supernumerary posts.
