To ensure the livelihood of the Goud/SC/ST community, A4 liquor shops got special notifications for the categories. Goud community, who are traditional toddy tappers and involved in liquor sales will get 15 per cent of reservations, while STs and SCs will get 5 per cent and 10 per cent of reservations in the allotment of A4 liquor shops.

The A4 liquor outlets will be allotted for two years, that is for a period from December 1st 2023 to November 30th 2025. The government in the notification mentioned that partnership firms and companies are also allowed to apply for liquor shops. Applicants can also submit more than one application, by attaching the prescribed fee.

The application fee is Rs 2 L and is mentioned as non-refundable. The allotment will be done through a lottery system as always, which will be organized by the district collector.No application will be entertained after the due date and if submitted will be scrutinized.

Retail Shop Excise Tax (RSET) will be Rs 50L for up to 5,000 of the population, Rs 55 L for 5000 to 50,000, Rs 60 L for 50,000 to 1 L of the population, 65 L for 1 L to 5 L, Rs 85 L for 5L to 20 L of population and Rs 1.1 Cr for population above 20L. This is the fixed RSET for the 2023-25 license period, depending on the population slab.
