Congress' crown prince Rahul Gandhi is once again finding himself at the bottom end of a new list.

As per the Indian Today Group Ranking of the Best and the Worst Indian MPs, Rahul ranks as fifth-worst among all other Congress MPs and is placed 17th from the bottom in the long-range MP rankings.

Compiled by the India Today Group in association with NGOs like the Satark Nagrik Sanghathan (SNS) and the Association for Democratic Reforms (ADR), this is the first of its kind of an attempt in the country to gauge the accomplishments of India's Members of Parliament (MPs) across several parameters, and are meant to tot up as the grade card of India's parliamentarians, ahead of the ensuing 2014 Lok Sabha elections.

The report card reveals that in the past five years of the 15th Lok Sabha, Rahul did not raise a single question in the Parliament. His attendance is a poor 42.61 per cent in the sittings of  Lok Sabha and an abysmal 13.64 per cent in the standing committees. Worse, Rahul has spent only 53.68 per cent of the MPLADS funds allocated to him. Even in his constituency of Amethi, no concrete development work has taken place in the last few years. The Amethi MP has a perception rating of only 5.58 out of 10.

Ex Jharkhand chief minister Madhu Koda, an Independent MP from Singhbhum who is currently facing CBI charges for laundering money and amassing wealth disproportionate to his known sources of income, has the worst overall track record as a parliamentarian.

Other prominent names featuring at the bottom end of the list are AUDF chief Badruddin Ajmal (fourth-worst rating), an MP from Dhubri, Assam; and another former Jharkhand chief minister Babulal Marandi (eighth worst rating).

The swasbuckler TV commentator and BJP MP from Amritsar Navjot Singh Sidhu has the 10th worst track record as the Member of the Parliament.
