The people in India can now heave a sigh of relief for PM Narendra Modi has set the ball rolling to achieve good governance. Mr. Modi has made it clear both to his MPs and the bureaucrats that their work performance and delivery of policies and projects will be constantly under his scanner. Modi's MPs were clearly told that he would be happier if they deliver on their responsibilities than if they touch his feet.

The vast majority of India's population has faced the arrogance of the government system at some time or the other. It's difficult to tell who is more arrogant: the politicians or the bureaucracy. Hopefully Modi will change them for the better.

Mr. Modi seems to have understood the people's rage against the heartless government machinery. Whenever a member of the general public approached a government office or official for help, advice, or redress, they were subjected to humiliation and harassment. The general experience was one of disappointment and frustration.

Modi's team has to understand the psyche of the people who summarily overthrew the old dispensation due to its incompetent and ineffective work culture. Modi and all stakeholders of the new dispensation have to fulfill the expectations of bringing effective and people-friendly government, which ensures quick delivery of services.

Bureaucracy in India is notorious for its inaccessibility, lack of communications, making people wait even for appointments that have been pre-designated time, failure to respect an appointment and so on. Citizens are concerned about the lack of sensitivity and empathy of the public servants to their problems. People want government officials to be polite and to treat them with courteousness.

Mr. Modi has to ensure that the first two levels (at the top) of the bureaucracy are occupied by spotless and trustworthy public servants, with proven record of effectiveness in policy implementation. The tradition of extension of service after retirement to loyalists should be done away with as it affects the exchequer as well as the efficiency of the government.

The performance of the bureaucrats has to be constantly appraised inorder to weed out the inefficient ones which are like dead wood in the system. Besides the constitutional guarantee of security of tenure to higher officials should be discontinued. This is the only way to instill fear among officials and prompt them to work with results.

The parliamentarians will also have to work hard in Modi's dispensation. He has laid down comprehensive guidelines for his MPs. Modi has particularly emphasised that parliamentarians gather knowledge in a particular subject by devoting time at the Parliament library. This would enable them to participate in meaningful discussions held in committees or on the floor of the House. The PM may have had Britain's Shadow Cabinet in mind while giving this advisory.

The PM's tweet during election campaigns, "achche din aanewale hain" seems to be on the path of becoming a reality. At least the work culture in government departments will show remarkable improvements.
